Individual purchasing professionals at all levels of public procurement are encouraged to apply for the Buyer of the Year Award based on significant contributions to the advancement of the purchasing profession and professional development as demonstrated by the criteria outlined in the guidelines/submission form.

ELIGIBILITY

The definition of Buyer is limited to those buyers who have little or no supervisory or management responsibilities in the organization. The Buyer function as defined by the UPPCC "involves the process of determining the customer requirements, reviewing specifications or requirements, developing and issuing bids, evaluating offers and selecting the vendor, arriving at fair and reasonable price and terms, preparing the contract or purchase order, vendor relations, following up to ensure timely delivery, and contract administration provisions."

Personnel involved in one or more facets of the procurement cycle shall also be eligible: managers of contracts; warehouse personnel including storekeepers, stocking personnel, and property accountability personnel; contract oversight personnel such as engineers; and MBE/WBE outreach personnel. Buyers must have performed the activity themselves or have had primary responsibility for performing the activity as a member of a team.

CRITERIA

Criteria for this award includes but is not limited to the following:

• Contributions to purchasing as demonstrated by such things as publishing articles, initiating innovative concepts, serving on special task forces or purchasing association committees.
• Contributions to professional development as demonstrated by participation in purchasing related texts or course development or serving as an instructor in NIGP seminars, community college classes or review seminars.
• Contributions to employer as demonstrated by writing a comprehensive manual, contributions to purchasing ordinances, codes or writing or participating in special programs, such as disadvantaged business or affirmative action programs, or special contribution to entity through internal or external programs or activities.
• Contributions to VAGP or NIGP as demonstrated by service as a chapter officer or committee chair, committee activity for either VAGP or NIGP, or special contribution to either association through internal or external activities.

VAGP's Leading Light Award was approved by VAGP's Board of Directors May 20, 2011. The purpose of this agency award program is to recognize an agency who has taken the "Lead" in the public procurement profession through innovative ideas and achievements that "Light" the way for other public procurement professionals.

The Leading Light Award will be offered by VAGP in the fall of each year with the goal of recognizing an outstanding agency within VAGP's membership. The goals of this agency award program are to promote:

• Recognition of outstanding achievements by agencies within VAGP's membership.
• Sharing of innovative and best practices between agencies.
• Encouragement and implementation of vendor outreach initiatives by agencies.
• Recognition of implementation of a new technology solution within their agency.
• Recognition of an agency who acted as lead agency in cooperative programs significantly benefiting their agency and other agencies.
• Recognition of outstanding agency contributions to VAGP and its members.

AWARD ELIGIBILITY AND SUBMISSION REQUIREMENTS

• An agency submitting an award application must have a minimum of one active VAGP member.
• Only one award submission per agency per calendar year, unless otherwise approved by VAGP's Board of Directors.
• Award submission must be from previous calendar year accomplishments.
• To apply for this award, a complete submission must include: VAGP's Leading Light Award Submission Form, supporting narrative, and detailed documentation describing the agency's achievement and benefits. Complete submission must be provided as one continuous electronic file. Incomplete submissions will not be considered.
• All award submissions must be emailed to VAGP's President by the advertised submission due date.
• Applicant must follow all requirements outlined in this award program to be eligible for consideration of award.

SELECTION PROCESS

All award submissions will be evaluated and the selected agency recipient will be determined solely by VAGP's Honors and Awards Committee. Any unopposed award submissions do not guarantee an award. Applicants are encouraged to retain a copy of the submission for their records.

RECOGNITION AND AWARD

Selected agency award recipient will be announced at VAGP's fall event and will receive a bundled award package including the following:

• Recognition and presentation of the special VAGP Leading Light Award.
• Recognition in the VAGP Voice, to the membership, and on VAGP's website.
• One (1) individual full event registration for both the VAGP spring and fall events for the following year.
• Two (2) individual VAGP professional development low-fee seminar registrations.

The bundled award package may be used by one or more VAGP members employed with the awarded agency. The bundled award package or portions of award are not transferrable to another agency. Registrations for VAGP's spring and fall events and VAGP's Professional Development low-fee seminars expire December 31st of the following year.

ELIGIBILITY 

The definition of Manager is limited to those public professionals who have supervisory and/or management responsibilities in the organization. Public Procurement Manager functions must include responsibility for overall procurement/material management activities in a specific governmental entity to include the supervision of procurement personnel and/or the display of executive abilities involving economic/financial, technical, statistical, legal and administrative attributes. Management positions may be totally dedicated to the procurement function, or shared with other responsibilities.

CRITERIA

Criteria for this award includes, but is not limited to:

• Contributions to purchasing, as demonstrated by such things as publishing articles, initiating innovative concepts, serving on special task forces or purchasing association committees.

VAGP's Lifetime Achievement Award was established in 1994 in recognition of T. Gordon Sandridge, CPPO, FNIGP. Mr. Sandridge, a charter member of VAGP and president in 1967, received VAGP's Distinguished Service Award in 1984.

In addition to his service to VAGP, Mr. Sandridge was president of NIGP from 1975 to 1976, served on the NIGP Board of Directors from 1969 to 1981, received his CPPO designation in 1977 and NIGP's Distinguished Service Award in 1979. In 1982, he received NIGP's highest award, the Albert H. Hall Memorial Award in recognition of excellence in purchasing and outstanding contributions to the public purchasing profession.

The T. Gordon Sandridge Lifetime Achievement Award is VAGP's most prestigious award. It is presented to an individual who possesses high ethical and moral standards, and is recognition of outstanding lifetime contributions and/or service to public procurement.

Established by the VAGP Board of Directors in 2006, the Volunteer of the Year Award was created to recognize a member or members displaying substantial volunteerism to the organization. This award recognizes those who go above and beyond the call of duty.

Such volunteerism may include service to VAGP which results in a substantial amount of personal time donated to VAGP activities or service to the membership, contributions to VAGP as demonstrated by service as a committee member or chair, volunteer instructor, conference host. It may also include other special contributions to the association through internal and external activities, and activities that result in promoting the good name of VAGP, activities which promote a positive reflection on VAGP, or a positive reflection on the purchasing profession.

ELIGIBILITY

The recipient of this award must be a member in good standing and must have served VAGP in a volunteer capacity during the previous calendar year. All members are eligible to receive this award except the voting members of the Board of Directors during their term of office.

QPPD Recipients (Formerly OA4)

The Accreditation for Quality Public Procurement Departments* QPPD in an online, value-driven self-assessment for Procurement Departments. During the application process, Procurement Departments identify the laws, i.e., codes, ordinances, regulations, statutes, that authorize Procurement to perform and delegate procurement activities. This is invaluable in providing support for your Procurement Department. Procurement Departments meeting the minimum requirements are QPPD-accredited for three years.

Once a Procurement Department has earned QPPD Accreditation, it is eligible and encouraged to apply for Pareto Accreditation. While the QPPD is a self-assessment that focuses on the Procurement Department, the Pareto requires an external verification and review of Procurement’s strategic and operational functions as well as its stakeholder interactions. This is a more rigorous evaluation, including narrative responses, documentation, and interviews with stakeholders to assess Procurement interaction and responsiveness.
